Town Meeting Report by Theresa Comber
More than 120 people attended the first ever “Meet the Mayor” gathering last Friday morning, designed to introduce Los Barriles’ new Mayor (‘Delegado’ in Spanish) Ramiro Hirales to the North American community who call Los Barriles home, whether full-time, part-time, seasonal or visiting guests. Held at the new “Parque Laguna” in the heart of Los Barriles, Delegado Ramiro, a non-English speaker, was welcomed by an enthusiastic crowd of predominately English speakers, all listening intently as he shared his early list of accomplishments during the first six months of his term and explained his hopes and initiatives for the next 4 years. Already completed are:

ü A new social welfare building on our main street of 20 de Noviembre across from Tio Pablo’s Restaurant

ü Received a 16 passenger van to transport school children, teams, people to neighboring towns and into La Paz and Los Cabos for competitive sports and special events and needs

ü Lobbied for and received 3 new police officers and a full-time person in charge of the new park

ü A ‘Welcome to Los Barriles’ sign to be hung over our entry street of ‘Los Barriles Boulevard’

ü Land has been committed and design plans have begun for construction of a new high school located right here in Los Barriles, just beyond the new Pemex and near the middle school. Currently high school children are bused to Santiago each day for classes.

A resident of San Bartolo, Delegado Ramiro’s jurisdiction and responsibilities stretch beyond Los Barriles to also cover San Bartolo, El Coro/Corral Falso, Punta Pescadero and El Cardonal. Immensely pleased and impressed with the large audience, he shared his most immediate initiatives for the Los Barriles’ area which are:

v Replace the worn and car damaging topes throughout town to match the smooth design of those in San Bartolo (11 in total, local residents and business owners have already committed the $800 pesos each in materials necessary to match the Mayor’s commitment of labor to replace them!)

v Redesign and reconstruct the dangerous sidewalks on Main Street

v Receive a road Grader one week a month from the county of La Paz to smooth dirt roads, including the arroyos, the by-pass road to the highway, and the Agua de La Costa community, which was greeted by LOUD applause. The Mayor may need help in the future for fuel costs and if so will ask through the BPE for donation assistance which can be funneled through your local pay service

v Construction of bathrooms at the new ‘Parque Laguna’ city park

v Requisition a dedicated ambulance for our area plus bring over from Buena Vista one of the fire trucks

v Needs assistance to buy, rent, borrow a patrol vehicle, i.e an ATV, for the three new police officers who will be manning the new north end Aqua de La Costa area police outpost

v According to La Paz, a sewer treatment plant is in the very preliminary planning stages and Delegado Ramiro will attempt to find out more information for specific details. The pipes are already in and ready underneath Main Street

v A planning map to define all existing and future dedicated streets is underway to assure best access from access points throughout the Los Barriles core

Engaged for more than an hour and a half, the audience asked many questions and made suggestions including: The concept of having an Organic Market at Parque Laguna and adding children’s playground equipment; adding water after the dirt roads are scraped and also adding topes to slow drivers (perhaps even bridges)

At the end of the meeting six speakers from our community’s non-profit organizations spoke to enlighten the mayor and highlight the accomplishments and goals of the vibrant, energetic English speaking groups. Delegado Ramiro learned that: In 2011 ALMA has spayed/neutered 257 dogs/cats and treated 700 others with a $30,000 budget; Begun 16 years ago the Guild wanted to help pay 5 children’s tuition and expenses for high school, in 2011 a total of 138 children were provided full scholarships; beyond its appeal to the arts community and publishing the East Capers, the Art Association continues to fill the gap at our local schools by providing art instruction and all materials; East Cape Health Care provides free screening, care and education for anyone with diabetes and provides free dental care for all local children in the community; land has been donated to East Cape Recycling Baja and large concrete compartments constructed with more than 180 families and businesses collecting and recycling monthly; an ambulance has just arrived provided by International Emergency Services and other equipment has been donated and education is ongoing to train our local bomberos; 11 years on stage with the 12th spring show of ‘Cinderella’ now being practiced in old English, the Shakespeare troupe of actors are committed to bringing theatre fun to the hearts and minds of the East Cape; Rotary continues to shape our community with support for diabetes, acknowledging outstanding citizens through its ‘Amistad’ (Friendship) award – our own Cheryl Donlinger of the Baja Pony Express and Noe Araiza for his dedication to sea turtle recovery and announced details of its February 18 Carnaval parade.

Great thanks to Engineer Jorge Ayala and East Cape Rentals’ Isabel Flores for their incredible grasp of both our languages and their astute translation skills throughout the morning. Campestre Triny, Taqueria Viejo and Awesome Sportfishing teamed up to provide the morning coffee and donuts.

Based on its success, Delegado Ramiro asked if this could become an annual January event - ‘Claro que si’! Questions, concerns, queries can be directed to Theresa Comber of East Cape Casas & RV Resort who spearheaded the ‘Meet the Mayor’ gathering to build community and further blend our cultures. combertheresa@hotmail.com  or 14-10231

There have been several posting in BPE about the citrus disease known as HLB. Apparently the government was spraying citrus tress in LB before Christmas due to an out break of the bug that carries the disease (a bacterium).
According to what I've read the prognosis isn't good. We severely pruned all our lemon trees about a month ago after they dropped all their leaves and looked really sick. Since then I have found evidence of the nasty little HLB bug in new leaves. We sprayed several times with a safe mixture of 1 cup FOCA (organic liquid detergent - any will do) and 1 cup canola oil (any veg. based oil is OK) mixed with 2 gallons H20 in my Hudson sprayer. Keep shaking the mix as you spray since the oil floats. It killed all the bugs and their eggs and we now have a new 'flush' of leaves - but the bugs reappeared so I sprayed again and we're hoping for the best. According to the link below and a UC Davis web site the HLB disease is fatal.
Citrus Disease: Huanglongbing (HLB)
http://www.californiacitrusthreat.com/huanglongbing-citrus-greening.php

HLB threatens our locally produced citrus and Californians’ ability to grow citrus. The disease:
destroys production, appearance and value of citrus trees.  Produces bitter, inedible, misshapen fruit.
Is fatal to citrus trees.  ~~unsigned!

b.  INDIVIDUAL POSTURAL ALIGNMENT ANALYSIS AND PERSONALIZED EXERCISE PROGRAM BY JACKIE AND ANNALISA. SUNDAY FEBRUARY 5
Chronic and recurring back pain is most often caused and/or exasperated by misalignment of our bodies. And why do our bodies become misaligned? Pains and injuries cause us to change our posture and our gait patterns to avoid pain. Many of us live with a raised shoulder or a rotated hip, everted feet, slumped shoulders or head forward. You name it. Those postural compensations cause other joints to go out of alignment as well. The body is one functional unit. Treating just the site of pain might relieve the pain, but it does nothing to deal with the actual structural cause of it.
Postural Alignment exercises help our bodies re-discover a functional posture; a posture where our load bearing joints line up vertically and horizontally; a posture in which each muscle does the work that it was designed to do. Each person is unique in how they use their body and the Egoscue Method works with that uniqueness.
During your private appointment Annalisa and Jackie (both certified in the Egoscue Method of Postural Alignment) will be looking closely at your posture and coming to an understanding of where and how your body compensates for pain, weakness or misalignment. We will take a series of photos and study them with an unbiased eye. Then we will generate a personalized series of exercises that address your specific needs.
Your initial appointment will last about 1-1/2 hours. We will go through the process referred to above, and take you through your exercise routine, making sure that you understand the exercises you are given. We will email to you both a file with full descriptions, plus your personalized Egoscue link at which you can see short videos of the exercises you will be doing.
We are now taking a limited number of reservations for private sessions with Annalisa and Jackie, working together, on Sunday, February 5. Please email about appointment times, prices and location. AnnalisaV@gmail.com
