So, 16% were stopped and 11% paid.
Of course, there is a 3% error factor!
There were a couple of interesting stories as follows:

a. Although I did drive through Constitution in early May and was lucky enough to mot be stopped, I did witness something very interesting. As we drove through in the middle lane, there was a motorcycle cop going slowly on the right hand feeder street that parallels the main road going though town. I was certain that if I passed him in my lane, he would come after me, so I stayed well off his tail. Two other motorcycles driven by gringos were behind him on the feeder street that he was on. I then saw him run a stop sign, and because the gringos were watching him, they missed the stop sign and he immediately pulled them over. Looked to me like a well-rehearsed trick they might use to try to get you to miss a stop sign.

b. Just arrived 5 days ago, and yes, we drove thru Constitution and yes $500 pesos was the charge for a "a small infraction
so the officer said. It was a yellow light and we neglected to allow the pedestrians to cross that were standing on the middle walk way to the other side.

c. March 3. Paid 500 paso. For not stopping while people walked along the side of the road - incase they might cross??? We were never sure

I received a story about the new Pemex in Los Barriles and to paraphrase, an attendant played the old bait and switch trick with a $50 dollar bill. They did get the 50 back but be careful and that goes for any establishment.

Humboldt squid for bait: We heard through the rumor mill via a meeting at Palmas that the catching of Humboldt squid is now prohibited.

I was told to have my FM3 stamped in the city I was leaving before driving to the border. Immigration in La Paz told me they would not stamp my FM3, that I didn't need to have it stamped. I stopped in Ensenada at Immigration. They told me they do not stamp FM3's for people leaving the country. They suggested I have it done at the border. I said that I could not have it stamped at the border because the Immigration Office was on the other side of the highway. They said I could go out to the United States, and come back in, have the FM3 stamped and go out again. No solution.
